After growing and harvesting habanero and gathering the necessary ingredients to make Hot Pepper Tuna, Jango will re-appear at the restaurant during the evening. You'll need to manually serve him the food while service goes on, but will cut to a short scene before he formally introduces himself as a wandering merchant. He'll then make himself available as a merchant on select afternoons (Tuesdays, Thursdays, and Saturdays) and also provides access to truffles, an ingredient one can only get through him.
